DTI and IPOPHL Formalize Partnership to Protect Filipino Creators Through Malikhaing Pinoy ISNI and Copyright Initiative

Makati City, Philippines – The Department of Trade and Industry (DTI), through its Competitiveness and Innovation Group (CIG), and the Intellectual Property Office of the Philippines (IPOPHL) holds a Memorandum of Agreement (MOA) Signing Ceremony on Thursday, April 16, 2026, at the DTI MSME Hub, Makati City.

The signing formalizes both agencies' partnership under the Malikhaing Pinoy Wanna Make It Right with ISNI and Copyright project, a strategic initiative under the Malikhaing Pinoy Program.

The initiative aims to assist deserving Filipino authors, creatives, and copyright owners in obtaining their International Standard Name Identifier (ISNI) and copyright registration with IPOPHL. ISNI is an ISO-certified global standard that uniquely identifies creators and contributors of creative works, which includes writers, artists, visual creators, performers, producers, publishers, and aggregators across digital platforms and international databases.

The IPOPHL  serves as the implementing agency, while DTI acts as the fund source agency. The initiative will run for six (6) months, with a target of 5,723 ISNI numbers and/or copyright registration certificates issued to qualified applicants for free.

The MOA is anchored on Republic Act No. 11904 or the Philippine Creative Industries Development Act, which mandates the monitoring and protection of intellectual property rights of Filipino creative industry stakeholders. The initiative also supports the Philippine Development Plan 2023–2028 strategy of building creative industry competitiveness and aligns with the Philippine Creative Industries Development (PCID) Plan, particularly in mobilizing financial support and raising awareness of intellectual property rights, fostering a sustainable and dynamic creative economy.

Key deliverables also include the conduct of online training workshops on ISNI and copyright, as well as public IP awareness and a social media campaign.

Eligible beneficiaries are Filipino citizens engaged in creative work, such as writing, music, film, and the visual arts, who have unpublished or published works eligible for ISNI and/or copyright registration. Priority will be given to first-time registrants, individuals from regional and underrepresented communities, and active Malikhaing Pinoy program participants. Applicants with PHP 100 million or more in assets are not eligible.

This initiative is part of the Malikhaing Pinoy, a flagship program by the Philippine government being implemented by the DTI as the Chair of the Philippine Creative Industries Development Council. It is aimed at elevating Filipino creativity and advancing the creative agenda, spotlighting Filipino talent, cultural heritage, and ingenuity.
