The Council Members

The Philippine Creative Industries Development Council (PCIDC), established under Republic Act No. 11904 or the Philippine Creative Industries Development Act, serves as the national policy-making and coordinating body tasked to lead the growth, promotion, and global positioning of the country’s creative industries. Chaired by the Department of Trade and Industry (DTI), the Council formulates strategic policies and programs that empower creative workers, strengthen industry ecosystems, and advance innovation grounded in Filipino culture and heritage.

Guided by its vision to make the Philippines the leading creative economy and Asia’s premier creative hub, the PCIDC works to foster a dynamic, inclusive, and globally competitive creative nation.

Pablo Gabriel "Gabby" R. Malvar

Pablo Gabriel "Gabby" R. Malvar is a multi-awarded documentary filmmaker, writer, and photographer whose narratives are nuanced with unique, inventive perspectives to provoke an inquisitive look at his favorite subject, the Philippines. His films have been screened and recognized in festivals throughout the world. His articles have been published in Destinasian Magazine, Esquire Magazine, Travelife, among other publications. His National Geographic series Islands Insider (2012) is a travel guide with a bent towards history and culture. On the Brink (2016), a full-length feature, offers a balanced look at Oslob's whale shark tourism. Passages, a series of films on Mindanao features Tawi-Tawi (2015) and Sulu (2020) through a photographer's lens. Know Your North (2016 to present), an anthology on Northern Luzon, exposes the region through individuals' stories. Fields of Hope (2014) juxtaposes Tacloban's recovery with the hopes of a junior football team. Palawan: the Last Bastion (2019) and Coral Resiliency: the Marine Protected Areas of Taytay (2019) highlight the fragile state of the country's most popular island in the face of the demands on its resources by a growing population and the influx of tourists. Viajero Chronicles is a written collection of his journeys while Project Larawan consolidates images of the diverse souls he continuously encounters.

Gabby entertains and informs with one hand, while Gabby conserves traditions, culture and nature with the other.

Gabby is a resource speaker and lecturer on conservation, tourism sustainability issues and filmmaking. Gabby is a lecturer on documentary film-making at the University of Makati (UMAK).

James Ronald H. Lo

James Ronald H. Lo is an entrepreneur working at the intersection of creativity, technology, and business, with a track record of building interactive experiences across the commercial, educational, and entertainment sectors. He is the Founder and CEO of Cadre Creative Labs, a Cebu-based incubator focused on developing original Filipino intellectual property into scalable, globally competitive franchises. He is also the Co-Founder and Director of Taktyl Studios, where he has led the development of games and interactive media projects for both local and international clients.

James currently serves as the Private Sector Representative for Digital Interactive Media under the Philippine Creative Industries Development Council (PCIDC), contributing to national-level strategy and policy for the creative economy.

In the industry, James is a Founding Member, former President, and current Board Member of the Game Developers Association of the Philippines (GDAP), where he has helped shape and strengthen the local game development ecosystem. James is also a member of the Animation Council of the Philippines (ACPI) and the Creative Content Creators Association of the Philippines (SIKAP).

His work is focused on building sustainable creative businesses and enabling Filipino creators to develop, own, and scale globally competitive intellectual property.

Melvin M. Mangada

Melvin M. Mangada has long been a leading force in championing Philippine creativity on the global stage. Under his leadership, his agency has earned consistent recognition at the world’s most prestigious advertising award shows. Recently awarded as Southeast Asia’s Growth Leader of the Year and three-time honoree as Campaign Asia’s Southeast Asia Creative Person of the Year, he is also regularly invited to serve as jury member and jury president at international creative festivals.

As Chairman of TBWA\SMP, Melvin has guided the agency to an unparalleled thirteen citations as 4A’s Philippines Agency of the Year, while being named the country’s top creative by both regional and local publications.

His career is distinguished by two of the industry’s highest honors: induction into the 4A’s Creative Guild Hall of Fame in 2001 and being honored with the Lifetime Achievement Award in 2021.

Beyond these accolades, Melvin is committed to nurturing the next generation of creative leaders through TBWA. Melvin also serves on the boards of Bright Halls and the Museum Foundation of the Philippines, and has previously served on the boards of 4A’s Philippines and Canvas.ph. In addition, Melvin contributes to national cultural development as a private sector representative on the Image-Making with Design Advisory Council, and currently represents the Creative Services Domain in the Philippine Creative Industries Development Council.

Kenneth C. Cobonpue

Kenneth C. Cobonpue is an acclaimed industrial designer and visionary from Cebu, known for sophisticated, handcrafted work using natural materials. A Pratt Institute alumnus, Kenneth trained in Italy and Germany before founding his brand in 1995, earning a global clientele that includes Hollywood celebrities and international royalty.

A Pratt Legend and the first Maison & Objet Asia Designer of the Year, Kenneth champions cultural preservation in furniture making, sustainable production, and design education. TIME once hailed him as “rattan’s great virtuoso. Kenneth continues to showcase new work annually in major cities worldwide—Milan, Paris, Valencia, Las Vegas, Miami, New York, and Singapore—and remains deeply involved in academia, government, and the design community, advocating for creativity, development, and the next generation of Southeast Asian designers.

Atty. Maria Andrea D. Pasion-Flores

Atty. Maria Andrea D. Pasion-Flores is a distinguished figure in the Philippine literary and legal landscapes, currently serving as the Publisher of Milflores Publishing, Inc. and the President of the Book Development Association of the Philippines. With a career spanning over two decades, she has held pivotal leadership roles, including Executive Director of the National Book Development Board (NBDB) and General Manager of Anvil Publishing, where she notably brokered the landmark partnership with Wattpad. Her influence extends internationally as a literary agent for Books@Jacaranda and an advisor to the Singapore Book Council.

Beyond her executive contributions, Atty. Andrea is an accomplished author and legal expert specializing in intellectual property and copyright law. Atty. Andrea has authored influential industry roadmaps and award-winning fiction, including the collection For Love and Kisses, which was long-listed for the Frank O’Connor Prize. Her commitment to public service is reflected in her past work as a volunteer lawyer for Bantay Bata 163 and her leadership as President of the Zonta Club of Quezon City.

A member of the Philippine Bar, Atty. Andrea holds a Bachelor of Laws, a Master of Arts in Creative Writing, and a Bachelor of Arts in Journalism, all from the University of the Philippines Diliman. Her multifaceted expertise continues to shape the creative industries, most recently serving as a Private Sector Representative for Publishing and Print Media for the Philippine Creative Industries Development Council and an international judge for the 2026 Epigram Literature Prize.

Mariano "Audie" L. Gemora Jr.

Mariano "Audie" L. Gemora Jr. is a cornerstone of Philippine theater, widely celebrated as the "Prince of Philippine Musical Theater." With a career spanning over four decades, he has transitioned from a prolific leading man in the 1970s and 80s to a visionary director, producer, and mentor. He is a multi-awarded artist, notably winning Gawad Buhay awards for his transformative lead roles in productions like Sweeney Todd and La Cage Aux Folles. His early training with Repertory Philippines under mentors Zeneida Amador and Baby Barredo laid the foundation for a career that includes iconic roles in Les Misérables, Amadeus, and West Side Story.

Beyond his individual performances, Audie is a pioneering figure in the industry as the co-founder and President of Trumpets, Inc., Asia’s first professional Christian theater company. Founded in 1991, Trumpets revolutionized local entertainment by blending modern pop sensibilities with spiritual themes, most famously through the long-running musical Joseph the Dreamer. Audie also co-founded STAGES, a premier talent management and events agency. An advocate for the next generation of performers, Audie established Trumpets Playshop, a performing arts school that has served as a launchpad for many of the country's contemporary stars.

Audie influence extends into the recording and corporate sectors as well; Audie is an Awit Award winner and a sought-after director for large-scale corporate events. Despite his extensive administrative and mentorship roles, Audie remains active on stage, recently participating in contemporary productions like The 25th Annual Putnam County Spelling Bee. His legacy is defined by a commitment to "Theater for God" and a relentless drive to elevate the standards of Filipino artistry, ensuring that the local stage remains a vibrant and soulful medium for storytelling.

Geraldine Claire Leticia "Dindin" DB. Araneta

Geraldine Claire Leticia "Dindin" DB. Araneta is a co-founder of Philippine Art Events, Inc., which organizes the annual Art Fair Philippines and Art in the Park, platforms that bring together Philippine modern and contemporary art in distinctive venues and make it accessible to a growing and diverse audience of collectors and enthusiasts.

Dindin holds a BA in Humanities (Art Studies) from the University of the Philippines Diliman, Quezon City (1992) and an MA in Individualized Study in Arts Administration from New York University (2003). Her professional experience reflects engagement with multiple facets of the Philippine visual arts ecosystem and a broad understanding of its institutions, markets, and publics.

Early professional training included internships at the Office of Development and Office of Sponsored Projects of the Smithsonian Institution, the Office of Government Liaison of the John F. Kennedy Center for the Performing Arts in Washington, DC (1994), and later at the Registrar's Office of the Solomon R. Guggenheim Museum in New York (2002). She subsequently served as Curator of Ayala Museum for two years.

Dindin served for twelve years as a volunteer member of the Visual Arts Committee of the National Commission for Culture and the Arts (NCCA), including one term as its head, and participated in deliberations with the Arts, Culture, and Creative Industries bloc of the Philippine Congress on legislation related to the Creative Industries. The British Council Philippines later commissioned her to conduct the study Arts and Culture Philanthropy in the Philippines: Trends, Perspectives, and Opportunities. She formerly served as Executive Director and Board Treasurer of the Museum Foundation of the Philippines and has also volunteered with the Synergeia Foundation.

Since 2013, Dindin has been part of the faculty of the Arts Management Program at the School of Design and Arts, De La Salle–College of Saint Benilde, Manila, where she later served as Chairperson of the program until 2020. When the Creative Industries Management Program replaced the program, she continued to serve as a faculty member and academic adviser until 2024.

Dindin is currently Director of the Benilde Center for Campus Exhibitions and Executive Director and Founding Convenor of Benilde Open Design + Art, has served briefly as consultant to the Mahalina Foundation’s art and culture programs, serves as Vice President of the Board of Trustees of Museo Pambata, and was recently appointed Private Sector Representative for the Visual Arts Domain to the Philippine Creative Industries Development Council.

Jose Antonio Miguel "Jam" R. Melchor

Jose Antonio Miguel "Jam" R. Melchor is a prominent Filipino chef and a dedicated advocate for the preservation of the Philippines' culinary heritage. A native of Pampanga, the country’s culinary capital, Chef Jam has spent over a decade championing the "Slow Food" movement and local gastronomy. Chef Jam is best known as the founder of the Philippine Culinary Heritage Movement (PCHM), a non-profit organization that successfully lobbied for the declaration of April as Filipino Food Month (Buwan ng Kalutong Pilipino) via Presidential Proclamation in 2018.

His influence extends internationally, notably as the first Filipino chef-in-residence at the University of Gastronomic Sciences (UNISG) in Pollenzo, Italy, where he showcased regional Filipino flavors to a global audience. Domestically, his career spans diverse roles, from owning the organic-focused restaurant Bite Contemporary Cuisine and the healthy delivery service YesPlate, to serving as the chef for the U.S. Ambassador’s residence in Manila. His culinary philosophy is deeply rooted in the "Slow Food" principles of "good, clean, and fair" food, emphasizing the support of local farmers and the protection of endangered heirloom recipes.

Chef Jam’s extensive research into regional traditions recently culminated in the publication of his landmark cookbook, Kayumanggi: A Kaleidoscope of Filipino Flavors and Food Traditions. The book serves as a comprehensive reference for 150 regional recipes, reflecting his belief that Filipino cuisine is a collective history of migration, adaptation, and resilience. Through his work with the Slow Food Youth Network and various national initiatives, Chef Jam continues to bridge the gap between traditional heritage and modern gastronomy, ensuring that the diverse flavors of the Philippine archipelago are recognized as a vital art form.

Ar. Royal Christopher L. Pineda

Architect Royal Christopher Lopez Pineda is a visionary figure in contemporary Philippine architecture, recognized for his relentless pursuit of a "Modern Filipino" identity. A former protege of National Artist Leandro Locsin, Royal later co-founded the world-renowned firm BUDJI+ROYAL Architecture+Design alongside designer Budji Layug. His work is centered on the philosophy of "Practical Luxury," which posits that high-end design should not be defined by excessive cost, but by the precision, clarity, and soulful response to the local environment and climate.

Royal's portfolio is characterized by massive, nation-building infrastructure that blends naturalism with high-tech modernism. He is the lead architect behind the New Clark City Athletics Stadium, which draws its silhouette from the crater of Mt. Pinatubo and incorporates local lahar into its concrete, as well as the Clark International Airport Terminal 2, which echoes the Zambales mountain ranges. His influence reached the global stage as the Overall Artistic Director for the Bangkota (Coral Reef), the Philippines' pavilion at the Expo 2020 Dubai, where he presented the Filipino people as a global ecosystem connected by travel and migration.

Beyond individual structures, Royal is an advocate for "Project Luzviminda," a bold vision to connect the entire Philippine archipelago through a unified network of bridges and railways. As the Principal Architect of Royal Pineda+, he continues to challenge traditional notions of vernacular architecture, arguing that Filipino design is a "state of mind" rather than a strict adherence to materials like bamboo or nipa. His mission remains the elevation of Filipino artistry to "First World" standards, proving that authentic national identity can be both modern and globally competitive.
