The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.
WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

To build, improve, enlarge or equip or to cause the building, improvement, enlarging or equipping or building, technical schools, libraries, laboratories, workshops, or other educational accessories in the graphic arts fields; to establish, maintain, endow, or to aid others to establish, maintain or endow technical schools, courses, research exhibits, publications, libraries, laboratories, workshops, or other educational accessories in the graphic arts fields;
To employ or aid others to employ teachers or lecturers in the graphic arts fields; to aid, cooperate with or endow other corporation engage in the educational work in the graphic arts fields in the Philippines and to collect educational statistics and information and to publish and distribute documents and reports concerning the subject of graphic arts;
To conduct and sponsor scientific and/or technical research and development projects; to establish, set up, operate and/or maintain scholarship or professorial chairs in the fields of graphic arts and sciences in all its branches; and, in aid of these purposes, to receive grants, bequests and donations from all sources whether it be in cash, property or otherwise.
